Prof. Mohamed Diaa Zain El-Abedeen, President of Ain Shams University and Acting President of Ain Shams University issued a decision appointing Prof. Mohamed Abdel Karim Salheen Mohamed, Professor at the Faculty of Engineering, as Acting Vice President for Academic Affairs at Ain Shams University, effective September 7, 2025.
Prof. Mohamed Salheen is a distinguished scholar in the field of urban planning and design. He serves as Head of the Department and Professor of Urban Planning and Design at the Faculty of Engineering, Ain Shams University, Director of the Integrated Urbanism and Sustainable Design Program at the university, and Secretary of the Interdisciplinary Studies Committee of the Supreme Council of Universities.
He has developed a long-standing practice in higher education, community service, and the environment, along with extensive experience in international cooperation.
Prof. Salheen earned his PhD in Urban Systems Analysis from the Edinburgh College of Art in the United Kingdom in 2001. He has also received postdoctoral fellowships from the German Research Academy and the European Union. He has published more than 50 research papers in international and regional journals and conferences.
His Excellency has held numerous advisory and executive positions, most notably: Advisor to the Ministers of Higher Education, Housing, and Scientific Research in the fields of strategic planning and urban development, Member of the Board of Trustees of the National Training Academy, and Deputy Chairman of the Board of Trustees of New Cairo City. He has also served as an advisor to several major national projects, such as the development of the Maspero Triangle, the development of slums, and the design of universities and new cities. He currently serves as the general and architectural consultant for New Alamein University and New Mansoura University, two important strategic national projects, including the university hospitals in the cities of Alamein and New Mansoura. He is also the architectural consultant for the Obour branch of the Faculty of Medicine and its Nursing Institute, as well as the branch of Badr University in West Assiut and the branch of Misr University for Science and Technology in Luxor.
Prof. Mohamed Salheen also established the first international, multidisciplinary joint master's program at Ain Shams University in partnership with the University of Stuttgart in Germany. The program, "Integrated Urbanism and Sustainable Design (IUSD)," has attracted researchers and students from around the world and is considered one of the most prestigious programs in the region.
Prof. Salheen has extensive experience in the field of engineering consulting, having founded and managed the Integrated Development Group (IDG) since 1993. IDG has implemented design and supervision projects for numerous educational, residential, and service facilities in Egypt and several Arab countries.
Prof. Salheen has also participated in the preparation and development of numerous urban and strategic plans, most notably: the Integrated Development Plan for the North Coast Region, Cairo Vision 2050, the Collective Evaluation of Egyptian Real Estate (Ministry of Finance), and slum development projects in Cairo and Assiut Governorates in cooperation with the Informal Settlements Development Fund and the United Nations.
He has also participated in the planning and development of industrial zones in several governorates (Ismailia, Suez, North Sinai, Sharqia, Matrouh, Alexandria, and Borg El Arab). He supervised the preparation of the "Build Your Home" plans in 10th of Ramadan and Salhia, and the development of areas surrounding slums in Cairo.
In the field of project supervision and management, he has managed and supervised several major national projects, including: El Alamein International University, New Mansoura University, Mazarine Project in New Alamein, the New Administrative Capital, and major urban projects such as O-West and Sun Capital.
In the field of research and development, he has led prominent national and international projects to promote sustainability and energy efficiency in buildings, most notably the BUILD-ME project (2016–2025) to issue the first national energy performance certificate in Egypt, and the COOL-UP project (2018–2027) to develop a national strategy for sustainable cooling in cooperation with the Ministry of Environment.
