The Prime Minister Witnesses Signing of Cooperation Protocol to Launch the TIER1 Model for World-Class Universities in Egypt

Dr. Mostafa Madbouly, Prime Minister, witnessed at the government headquarters in New Alamein City the signing ceremony of a cooperation protocol among the Ministries of Finance; Higher Education and Scientific Research; and Planning and Economic Development to launch the TIER1 model for world-class universities in Egypt, in implementation of the directives of President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt. The initiative aims to advance the higher education and scientific research system, achieve comprehensive quality, raise the caliber of Egyptian graduates, and enhance their competitiveness in local, regional, and international labor markets.

The protocol was signed by Ahmed Kouchouk, Minister of Finance; Dr. Abdelaziz Konsowa, Minister of Higher Education and Scientific Research and Acting Minister of Culture; and Dr. Ahmed Rustom, Minister of Planning and Economic Development.

The initiative will initially be implemented at five Egyptian universities: Cairo University, Ain Shams University, Alexandria University, Mansoura University, and Assiut University, with a total cost of EGP 48 billion over three years. The funding will be jointly provided by the participating universities, the Ministry of Finance, and the Ministry of Planning and Economic Development. The initiative seeks to enhance the efficiency of the educational systems at these universities and advance their rankings toward the TIER1 category of world-class universities.

The five universities are also expected to undergo a major transformation in the development of their educational systems, with the aim of preparing a generation of highly qualified human capital in accordance with the latest international standards. This will involve updating curricula and academic programs, developing infrastructure, and capitalizing on the universities’ distinguished faculty members and human resources, who can make a genuine difference and contribute positively to aligning education and scientific research outcomes with labor market needs and the knowledge-based economy.

The Prime Minister praised the pioneering model, emphasizing that it aims to build Egyptian universities capable of competing regionally and internationally. This, in turn, will contribute to preparing qualified graduates equipped with the skills required by the labor market and enhance the ability of Egyptian universities to attract international students.

For his part, the Minister of Higher Education and Scientific Research affirmed that the model is part of the Ministry’s strategic plan and its vision to transform Egypt into a regional and international hub for higher education, scientific research, and innovation. The initiative builds on the state’s efforts to develop the higher education system, strengthen universities’ role in developing human skills, meet labor market needs, and support the knowledge-based economy.

Meanwhile, the Minister of Finance expressed his satisfaction with the partnership in implementing this model, noting that its objectives will contribute to strengthening Egypt’s position as a regional and international hub for higher education, scientific research, and innovation. The initiative will also help attract researchers, students, and knowledge-economy-related investments from around the world, supporting Egypt’s efforts to build the New Republic.

The Minister of Planning and Economic Development, for his part, affirmed the Ministry’s support for this important initiative, which enhances the prospects for transforming Egyptian universities into world-class institutions. He described the initiative as a strategic step toward strengthening the global competitiveness of Egyptian higher education, supporting sustainable development, and building an advanced education and research system that contributes to achieving the objectives of Egypt’s future vision and supporting the comprehensive efforts to build the New Republic.
