Requirements and criteria:

- Preference will be given to holders of advanced degrees, holders of a TOT certificate, and leaders of military and security institutions with practical experience in the above specializations. The training materials for trainers must include examples and applications relevant to local government work, and it is preferable to review the institutional structure of the governorates and the Ministry of Local Development.

- One sample of the training package may be uploaded if the trainer has a package suitable for local administration in Egypt that is up-to-date, realistic, and useful, and includes the basic technical requirements for the package, including scientific material for the trainee, a presentation, activities, and tests. The required file includes both the scientific material for the trainee and the presentation itself for examination.
