Ain Shams University, under the leadership of Prof. Mohamed Diaa Zain El-Abedeen, extends its sincere thanks and appreciation to His Excellency Mr. Ahmed Kojak, Minister of Finance, and His Excellency Prof. Mohamed Ayman Ashour, Minister of Higher Education and Scientific Research, for their dedicated efforts and the esteemed support of their ministries in resolving the issue related to the medical treatment of the faculty members of Ain Shams University.
The University also expresses its deep gratitude and appreciation to Prof. Hussein Eissa, former President of Ain Shams University, former Chairman of the Planning and Budget Committee of the House of Representatives, and Head of the Commercial Studies Sector at the Supreme Council of Universities, for his constructive contributions to resolving this issue, which encompassed faculty members across Egyptian universities. His efforts led to the Ministry of Finance’s directive to address the challenges surrounding health insurance and medical treatment for university faculty members.
The Ministry of Finance issued instructions for administrative bodies to voluntarily enter contracts with the Fund for the Welfare of Faculty Staff and Teaching Assistants in Egyptian Universities, Institutes, and Research Centers, to provide medical services only (excluding social services) for faculty members exclusively. The financing for this shall come from the budget allocations under item 3/6 – Medical Treatment for Faculty Staff, from all funding sources. The medical treatment budget allocated in the contracting universities’ budgets shall be considered the maximum limit for this service, as a transitional phase ending on June 30, 2026.
Additionally, the Ministry directed the concerned officials at the Ministry of Higher Education and Scientific Research to consider proposing a legislative amendment to reconcile the provisions of Law No. 49 of 1972 on the regulation of universities and Law No. 162 of 2018 concerning the establishment and organization of branches of foreign universities and higher education institutions in Egypt.
These efforts come as part of a broader commitment to ensuring the provision of adequate healthcare for university faculty members and maintaining the financial stability of medical care funds within universities.
