The Minister of Youth and Sports, President of the State Litigation Authority, and President of Ain Shams University Witness the Closing of the “Digital Justice Pioneers” Initiative and the Graduation of Its Inaugural Cohort

Dr. Ashraf Sobhy, Minister of Youth and Sports, Counselor Dr. Hussein Madkour, President of the State Litigation Authority, and Prof. Mohamed Diaa Zain El-Abedeen, President of Ain Shams University, attended the closing ceremony of the “Digital Justice Pioneers” initiative and the honoring of its founding cohort, in the presence of a distinguished assembly of legal, governmental, and academic figures. Also in attendance were Prof. Ghada Farouk, Vice President of the University for Community Service and Environmental Development, Prof. Yassin El Shazly, Dean of the Faculty of Law, and Prof. Mohamed El Shafie, Vice Dean for Education and Student Affairs. The event marked the conclusion of an intensive training program designed to bridge the gap between legal sciences and modern technological tools.

During his speech, Counselor Dr. Hussein Madkour, President of the State Litigation Authority, praised the event as a model of integration between state institutions under a new, grounded vision, emphasizing that technology is not an end but a means to achieve higher objectives. He highlighted the Authority’s commitment to digital transformation as a core strategy, noting that this is not merely a training program or administrative luxury but a comprehensive approach to improving judicial performance.

Dr. Madkour stressed that the initiative reflects the high level of awareness and responsibility of the Authority’s judicial cadre, recognizing the importance of keeping pace with the times. He affirmed that the initiative is not a one-off event but a starting point for broader local and international partnerships, ensuring that the State Litigation Authority continues to lead in protecting public funds and serving national interests, while embracing advancements that support justice.

He also expressed gratitude to Ain Shams University and the Faculty of Law for hosting the significant event, which symbolically connects the deep-rooted legal heritage with a digital future.

In his address, Prof. Mohamed Diaa Zain El-Abedeen, President of Ain Shams University, expressed pride in hosting the ceremony, which marks the conclusion of the “Digital Justice Pioneers” initiative organized by the Center for Judicial Studies, Training, and International Cooperation at the State Litigation Authority, with the Faculty of Law serving as an academic partner.

He noted the coincidence of Ain Shams University and its Faculty of Law celebrating their 75th anniversary (Diamond Jubilee) alongside the State Litigation Authority commemorating 150 years since its founding in 1876. Prof. Dr. Zine El Abidine congratulated the Authority and its members, wishing them continued excellence in serving justice, protecting public funds, and upholding the rule of law.

The University President highlighted the rapid technological changes in the contemporary world and emphasized that the judicial environment is not immune to them. He noted that digital/electronic justice aims to leverage modern technologies to facilitate access to justice, expedite case resolution, and enable electronic filing, adjudication, issuance of judgments, and execution of rulings, thus reducing time, effort, and costs.

Prof. Zain El-Abedeen also emphasized the Faculty of Law’s commitment to updating curricula, conducting legal research to address contemporary challenges, and noted the State Litigation Authority’s pioneering efforts in implementing digital justice systems. He praised the presidential directives of H.E. President Abdel Fattah El-Sisi towards digitalization and technological transformation across all sectors, including the judiciary, affirming that safeguarding rights is closely linked to keeping pace with the modern era.

The University President announced the signing of a cooperation protocol between Ain Shams University and the State Litigation Authority to collaborate in postgraduate studies, research, training, and knowledge exchange, aiming to enhance the efficiency of the justice system and prepare legal professionals equipped for modern challenges.

He also announced the launch of a joint master’s program between the Faculty of Law and the State Litigation Authority in arbitration and liability for aviation accidents, in line with presidential directives emphasizing the importance of this field for Egypt.

The protocol, signed at the Faculty of Law’s new auditorium equipped with advanced technology, was witnessed by Counselor Dr. Hussein Madkour and Prof. Mohamed Diaa Zain El-Abedeen, with the presence of Counselor Ahmed Saad, Vice President of the State Litigation Authority, and Prof. Yassin El Shazly, Dean of the Faculty of Law.

The agreement aims to develop specialized legal expertise in emerging and complex fields through programs that combine theoretical knowledge, rigorous scientific analysis, and practical application. It includes specialized academic programs such as aviation law and liability for air transport accidents, a joint master’s in investment arbitration, and training programs for law students, including the use of AI tools in legal practice.

The protocol also encompasses joint legal research, conferences, workshops, mock trials, and Ain Shams University’s participation in the “Digital Justice Pioneers” initiative launched in September 2025, aimed at spreading digital justice culture and building specialized legal capacities. Members of the State Litigation Authority and their families will also have priority in enrolling in university programs, benefiting from academic privileges and discounts.

The ceremony concluded with an awards segment, where Counselor Dr. Hussein Madkour and Prof. Mohamed Diaa Zain El-Abedeene presented certificates to the founding cohort, recognizing their achievements and expected role in leading the digital transformation journey.

The event also featured sessions on “Digital Transformation in the State Litigation Authority,” “Participants’ Projects,” and “Digital Justice – National and International Perspectives”, with contributions from leading judicial, academic, and legal technology experts. Topics included e-justice, electronic arbitration, data protection, AI integration in legal practice, and judicial capacity building in the digital era.

The closing segment honored Dr. Ashraf Sobhy and Prof. Mohamed Diaa Zain El-Abedeen with commemorative plaques for their contributions to supporting the Authority’s initiatives and fostering cooperation.
