Appointment of Prof. Mohamed El-Shafie as Vice Dean of the Faculty of Law for Education and Student Affairs at Ain Shams University

Prof. Mohamed Diaa Zain El Abedeen, President of Ain Shams University, issued a decision appointing Prof. Mohamed Ibrahim Mahmoud Ahmed El-Shafie as Vice Dean of the Faculty of Law for Education and Student Affairs, effective June 2, 2026, until May 5, 2029, the date on which he reaches the legal retirement age.

Prof. Mohamed El-Shafie had previously served as Acting Vice Dean of the Faculty of Law for Education and Student Affairs at Ain Shams University, continuing his distinguished academic and administrative career in serving and developing the educational system both within and beyond the university.

Born on May 6, 1969, Prof. El-Shafie is regarded as one of the leading academic figures in the field of economics and public finance, having held the rank of Professor in the department since 2013.

Professor El-Shafie’s distinguished professional journey is grounded in a prestigious academic background shaped by leading universities. He graduated from the Faculty of Law at Ain Shams University, earning his Bachelor of Law degree in May 1990, followed by a Master’s degree in Law from the same university in 1992. He later crowned his academic journey by obtaining a PhD in International Economics from Paris 1 Panthéon-Sorbonne University in France in 2002.

Upon his return, he began his academic progression at the Faculty as an Associate Professor and later Professor, while simultaneously holding several leadership positions, including Director of the English Section and the Quality Assurance Unit, Vice Dean for Community Service and Environmental Development, and eventually Vice Dean for Education and Student Affairs from 2021 to 2024.

At the regional and international levels, Prof. El-Shafie enjoyed a distinguished career spanning nearly a decade during his secondment to the Faculty of Law at University of Sharjah in the United Arab Emirates from 2011 to 2020. During this period, he chaired the Public Law Department for four years and served as Acting Dean of the Faculty during summer semesters for three consecutive years.

His extensive legal expertise was reflected in his selection as a member of the Permanent Scientific Committee for the Promotion of Professors and Associate Professors in Economics and Public Finance for two consecutive terms. He also served as a legal investigator for faculty members at Ain Shams, Suez, and Suez Canal Universities, and currently serves on the Student Disciplinary Council at the National Planning Institute.

In the field of research and academic scholarship, Professor El-Shafie has produced a substantial body of scholarly work, including the publication and acceptance of publication of 22 research papers in Arabic, three in French, and two in English in leading peer-reviewed journals in Egypt, the UAE, Kuwait, and Poland. His research has addressed vital topics such as electronic money, tax legislation, and competition protection, in addition to preparing a study in cooperation with UNESCO on local financing.

He has also enriched legal and economic scholarship through nine prominent academic books and publications, most notably “Principles of Economics,” “The Mediator in Egyptian Tax Legislation,” and “Economic and Financial Legislation in the UAE,” supported by extensive teaching experience at both undergraduate and postgraduate levels at Helwan University, the Arab Academy for Science, Technology and Maritime Transport, and Ajman University, as well as multiple participations in local and international conferences.
