The Supreme Council of Universities held its regular meeting, headed by Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, Helwan University, in the presence of Dr. Tarek Shawky, Minister of Education and Technical Education, and Dr. Muhammad Latif, the Secretary of the Council and members of the Council.
The council thanked the family of Helwan University, headed by Dr. Mamdouh Al-Mahdi, acting president of the university, to host the meeting of the Supreme Council of Universities.
The council witnessed Prof. Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, and Dr. Tarek Shawky, Minister of Education and Technical Education, signing a cooperation agreement between the Supreme Council of Universities and the Egyptian Knowledge Bank, to provide the learning management system, to be used in providing e-learning services in all public universities, through a contract with one of the international companies specialized in developing learning management systems at the international level to achieve a qualitative leap in the adoption of contemporary international education systems by Egyptian universities.
The Council witnessed a presentation by Dr. Hesham El-Manawy, Vice Chairman of the Board of Directors of the Faculty Care Fund and their assistants in universities, institutes and research centers on the fund’s agreement with Misr Insurance Company to provide health care to those who participate voluntarily from faculty members and their assistants and how universities support their affiliates to facilitate participation in the fund, noting that all data and information related to the fund are available through the fund's electronic platform http://hcf.mohesr.gov.eg
The council viewed a presentation by Dr. Mohamed Amer, Executive Director of the Fund for the Care of Innovators and Brilliant People, on the mechanisms for supporting centers for the care of talented and talented students in universities, which the Supreme Council of Universities decided to establish, in implementation of the directives of President Abdel Fattah El-Sisi, President of the Republic, to strengthen mechanisms for caring for gifted and talented students, in order to build a generation of young cadres capable of making an innovative contribution to completing the country's sustainable development process.
The presentation explained the executive programs provided by the Fund to support outstanding students, including the Innovation Incentive Program for University Students, the Change Makers Program for University Students, the Innovation Camp (Intensive Summer Training), the Discovery Program for Innovators and Entrepreneurs in Egypt, Qualifying Researchers for Entrepreneurship, and Student Competitions Program in A number of scientific fields, and a marketing acceleration program for innovative ideas to convert into products.
The Minister thanked all university and institute affiliates for full discipline in organizing the end of the first semester exams for the current academic year, praising the strict precautionary measures that were applied to impose full discipline that contributed to the successful conduct of exams.
Dr. Adel Abdel Ghaffar, media advisor and official spokesperson for the Supreme Council of Universities, stated that the Council affirmed the commitment of all universities and institutes to the timetable for the second semester of the current academic year, which begins the day after tomorrow, Saturday, February 19, 2022, and the study continues for sixteen weeks, and the end-of-semester exams begin. The second academic year is during the coming months of June and July, according to the system of each college and the nature of study in it.
The official spokesman added that the council stressed the application of strict precautionary measures to limit the spread of the Corona virus in universities, coinciding with the beginning of the second semester, and emphasizing the importance of regular attendance of faculty staff, the teaching assistants, and the administrative body, to ensure the smooth conduct of the educational process.
The Council also stressed the readiness of university cities to receive students, with emphasis and daily follow-up to adhere to the application of all precautionary measures in all university cities at the level of the Republic.
The Council also stressed the continuation of university hospitals in raising the state of maximum readiness to support universities in the confrontation measures to limit the spread of Corona virus.
The Council confirmed the availability of the booster dose of vaccination against the Corona virus for all members of the academic community with chronic diseases, at the vaccination points available in universities.
The Council agreed to fund the research plans submitted by universities, through the Science and Technology Development Support Fund, to be the first priority for funding during the coming period, in a way that supports linking the scientific research system with the formulation of scientific solutions that serve development issues and face the various challenges of the Egyptian society in all economic, social and health fields. and environment in all governorates and geographical regions.
The Council monitored the achievement rates for the installation and operation of the electronic examination system (first and second priority) in all universities.
The Council was informed of the participation of the Ministry of Higher Education and Scientific Research in the 27th session of the Conference of Parties to the United Nations Framework Convention on Climate Change, scheduled to be held from 7-18 November 2022 in Sharm El Sheikh, and cooperation with the Ministry of Environment to promote national dialogue on climate change.
