The former Governor of Beni Suef and the Dean of the Faculty of Law at Menoufia University discuss a thesis at the Faculty of Law, Ain Shams University, entitled: Expropriation of Private Property for Public Benefit”

During an academic visit to examine a scholarly thesis, the Faculty of Law at Ain Shams University received, on Thursday, January 8, 2026, Prof. Mohamed Anas Qassem Gaafar, Professor of Public Law, Vice President of Cairo University and former Governor of Beni Suef, and Prof. Mansour Mohamed Ahmed, Professor of Public Law and Dean of the Faculty of Law at Monufia University. The visit took place to participate as members of the examination and adjudication committee for a doctoral thesis entitled “Expropriation of Private Property for Public Benefit in Egyptian Legislation in Light of the 2014 Constitution.”

The distinguished guests were welcomed by Prof. Yassin El-Shazly, Dean of the Faculty, and Prof. Atef Abdel-Hamid Hassan, Professor of Civil Law, former Vice Dean of the Faculty, and Deputy Director of the Executive Authority of the National Elections Authority.

The defense was attended by several faculty staff, led by Prof. Rabie Anwar Fath El-Bab, Professor of Public Law and former Vice Dean of the Faculty.
 

During the visit, Prof. Mohamed Anas Gaafar and Prof. Mansour Mohamed Ahmed, accompanied by Prof. Yassin El-Shazly, toured the faculty’s newly developed facilities and modern lecture halls. They commended the remarkable infrastructural and educational progress currently witnessed by the faculty.

It is worth noting that Prof. Mohamed Anas Qassem Gaafar is one of the most prominent figures in legal thought in Egypt and the Arab world. He is a graduate of the Faculty of Law at Ain Shams University (Class of 1964), from which he earned two postgraduate diplomas in Public Law and Criminal Sciences, as well as a PhD in Public Law in 1973.

He advanced through several academic and administrative positions, serving as Dean of the Faculty of Law at Beni Suef University, Vice President of Cairo University for the Beni Suef branch, Governor of Beni Suef, and later President of Nahda University. He currently serves as Chairman of the Board of the Higher Institute of Islamic Studies, in addition to his role as Professor of Public Law at the Faculty of Law, Beni Suef University, and as a visiting professor at the Police Academy and the Higher Institute of Islamic Studies.

Prof. Gaafar has also served as a legal advisor to the People’s Assembly and to several Egyptian universities for more than twenty years. He has enriched legal scholarships with over twenty authoritative publications in public, constitutional, and administrative law, and has contributed to educating generations of legal professionals who now occupy prominent positions in the judiciary, prosecution, public administration, and academia. His distinguished career combines solid academic scholarship, high national responsibility, and active participation in advancing legal thought in Egypt.

It is also noteworthy that Prof. Mansour Mohamed Ahmed, Professor of Public Law and Dean of the Faculty of Law at Monufia University, is himself a graduate of the Faculty of Law at Ain Shams University. The relationship between the Faculties of Law at Ain Shams University and Monufia University is a long-standing one, characterized by academic cooperation and positive competition. The founder and former Dean of the Faculty of Law at Monufia University was Prof. Hamdy Abdel-Rahman, Professor of Civil Law and former Vice Dean of the Faculty of Law at Ain Shams University. Both faculties are leading institutions in legal education in Egypt, sharing expertise and collaborating in conferences and seminars, and maintaining strong visibility in local and international university rankings, reflecting a shared history of service to law and higher education in Egypt.
