Ain Shams University Discusses “Legal Protection for Medical Service Providers” in Egypt as Part of the University’s Cultural and Artistic Season

As part of the 2025/2026 Cultural and Artistic Season at Ain Shams University, the Community Service and Environmental Development Sector organized a cultural seminar titled “Legal Protection for Medical Service Providers in Egypt.” The seminar was held under the patronage of Prof. Mohamed Diaa Zain El-Abedeen, President of the University, and Prof. Ghada Farouk, Vice President for Community Service and Environmental Development, and it hosted Counselor Ahmed Mohamed Abdel-Hakam, President of the Cairo Court of Appeal.

Prof. Ghada Farouk opened the seminar by welcoming the esteemed guest and expressing her pleasure at hosting such a prominent legal figure at Ain Shams University, the first university to hold an educational seminar on “Legal Protection for Medical Service Providers in Egypt” following the implementation of the new law, which ensures strong legal protection for all medical service providers in hospitals across the country.

She emphasized the role of universities in spreading enlightenment, awareness, and culture among youth so they can act as ambassadors in their communities. This underscores the importance of addressing the topic of legal protection for medical service providers not only for students in relevant faculties but also for other students, to raise legal awareness.

In his opening remarks, Counselor Ahmed Mohamed Abdel-Hakam highlighted that the law aims to guarantee full protection for all citizens while ensuring they fulfill their duties. He praised the university’s efforts in addressing the seminar’s topic from both legal and ethical perspectives through educational and training programs, as well as conferences and workshops related to medical liability, thereby supporting the medical justice system and strengthening confidence in the quality of healthcare services provided to society.

He explained that the amendments to the Medical Liability Law aim to achieve a fair balance between the rights and safety of patients on one hand, and the rights of healthcare providers, protecting them from unfair legal accountability, on the other. This is done by setting strict standards for delivering healthcare services, ensuring patients receive necessary care, and protecting healthcare practitioners from unjust prosecution by providing a safe working environment for medical staff and students. The law also organizes the relationship between patients and healthcare providers, balancing their respective rights and obligations, and distinguishing between medical errors and complications through clear mechanisms that regulate legal responsibility.

Counselor Abdel-Hakam also discussed enhancing healthcare quality by encouraging medical practitioners to adhere to best professional practices, which improves the quality of services delivered to patients. He reviewed the latest updates in the law, its application in adjudicating medical liability cases, the activation of mandatory medical liability insurance, and the provision of fair compensation to patients in case of harm. Additionally, he highlighted mechanisms for amicable dispute resolution, enabling swift and friendly settlements between parties without resorting to litigation in many cases.

During an interactive session, Counselor Abdel-Hakam answered students’ questions regarding various scenarios, how the law addresses them, and the procedures to be followed.

The seminar was supervised by Major General Hossam El-Sherbiny, Assistant Secretary of the University for Community Service and Environmental Development and organized by the department.
