Dr. Mustafa Madbouly, Prime Minister, held A meeting with Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, to follow up on the executive position of the national projects carried out by the ministry, and to check on the progress of the study and the readiness of universities and institutes to hold exams at the end of the current academic year.

At the outset of the meeting, the Prime Minister affirmed that the state has tended to establish many private and technological universities during the past period, in the context of seeking to study advanced sciences in all fields, which comes in light of the directives of President Abdel Fattah El-Sisi, President of the Republic, on the necessity to focus academic study in this regard. Universities on modern technological sciences and advanced scientific disciplines.

For his part, Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, affirmed that private and private universities provide an important tributary of higher education in Egypt, and are working to reduce the burden on public universities in absorbing the increasing demand for university education during the current stage. The technological universities contribute significantly to supplying the labor market with highly qualified and trained graduates, as well as working to raise the level of technical education graduates.

The meeting witnessed a review of the executive status of national projects at the level of public, private, private and technological universities, branches of foreign universities, university hospitals, centers and research institutes.

The presentation by the Minister of Higher Education and Scientific Research indicated that the national projects in the Ministry of Higher Education and Scientific Research amounted to about 555 national projects with a total cost of about 144 billion pounds, of which 430 projects are in public universities, 26 projects are in private universities, 6 projects are in technological universities, and 7 projects are in colleges and institutes. Technology, 3 projects in university hospitals, 81 projects in research centers and institutes, as well as a project to develop the information infrastructure for the higher education and scientific research system, as well as the establishment of the Misr House in Paris, in addition to 6 projects in international universities, and 10 projects in private universities.

Dr. Khaled Abdel Ghaffar indicated that there are 27 government universities, including 442 colleges, 24 technical nursing institutes, 37 colleges and institutes for postgraduate studies, and that the number of national projects that are being implemented in the 27 government universities amounted to about 430 projects, of which 177 are educational and 118 hospitals and 135 services, with a total value of 37 billion pounds.

The Minister of Higher Education stated that the ministry’s plan aims this year to complete the establishment of 12 new private universities, and these universities include Assiut Al-Ahlia, Bani Sweif Al-Ahlia, Ain Shams Al-Ahlia, Al-Mansoura Al-Ahlia, Helwan Al-Ahlia, Al-Zagazig Al-Ahlia, Banha Al-Ahlia, the Suez Canal and East Port Said Al-Ahlia, South Valley National, Menoufia Ahlia, Minya Ahlia, in addition to starting studies in 3 actual private universities, which include Galala University, King Salman International University, Al-Alamein International University, next to the New Mansoura International University for Science and Technology, which is scheduled to start during the next academic year, Which will include 9 faculties and offer 28 distinguished programs, as well as implementing the third phase of the Egyptian Japanese University and Senghor University.

The Minister of Higher Education noted the start of the establishment of 6 new technological universities, in the cities of East Port Said, 6th of October, Burj Al Arab, New Luxor, Taiba, New Assiut, Samanoud in Gharbia Governorate, in addition to 3 universities that were previously established and began to study in, namely: New Cairo, And Beni Suef, and Delta in Quesna, with the aim of preparing qualified graduates to work in all sectors of services and production, and to achieve development in new urban areas in which the establishment of new universities is being expanded, explaining that the new technological universities offer study programs that serve local industries in each geographical region.

Dr. Khaled Abdel Ghaffar added that 10 new private universities are being established to be added to the higher education system, and that the ministry’s plan aims to attract more university branches, as Egypt is currently hosting 6 branches of foreign universities, and these universities will contribute to attracting Egyptian and foreign students to study in them instead of traveling abroad.

The presentation dealt with university hospital projects, which include the establishment of the new National Institute of Oncology (500 500 Hospital), the rehabilitation and development of the southern building at the National Cancer Institute, the project to raise the efficiency of reception and emergency at Qasr Al-Aini Hospital, as well as raising the efficiency of the reception and emergency hospital of Minia University, and the liver hospital of Minia University. And Al-Sadr Hospitals, Tanta University, establishing and equipping the Tenth of Ramadan Hospital and Sohag University Hospital, and in this context, the Prime Minister assigned to quickly equip and operate the Tenth of Ramadan Hospital and Sohag university students.

The minister pointed out that the information infrastructure projects have cost 7 billion pounds, and include development projects in the 27 governmental universities, including the establishment of smart campuses, electronic tests, platforms and electronic portals, infrastructure, infrastructure, and university educational content, noting that work is being done on The application of automated tests in public universities, especially in the health sector, and the project for the mechanization and digitization of university hospitals, which includes 11 universities with 73 university hospitals, and it is expected that the project will serve about 8.5 million people visiting university hospitals per year, in addition to issuing artificial intelligence applications in hospitals that will work on the existence of a database that works to improve the health service provided to citizens, in addition to the issuance of the "Study in Egypt" application, which is available in three languages: Arabic, English and French. It contains a database of all Egyptian universities and institutes, and aims to provide distinguished services to international students to study in Egypt.

The presentation included an indication of the position of the institutes and research centers projects, as the first and second phases of the Electronics Research Institute project were completed, the establishment of the Egyptian Space City, which includes a satellite collection, testing and integration center, as well as the establishment of the African Space Agency.

The presentation also dealt with the development that Egyptian universities have witnessed in e-learning through the application of the "hybrid education" system, which combines face-to-face education and distance education. Public, private, private, and technological universities and institutes have succeeded in presenting a large number of lectures in various courses of the system, online, which contributed to reducing the numerical densities in grades and classrooms, especially in colleges with large student densities, and giving students the opportunity to practical colleges to acquire practical skills and full commitment to the application of precautionary measures in the event that students attend grades and laboratories.

The Prime Minister assured that universities and institutes are ready to hold exams for the end of the second semester of the academic year 2020/2021, as schedules for the end-of-school exams were announced, and a plan was developed to fully implement precautionary measures on all elements of the university education system. To ensure the smooth conduct of the examinations in accordance with the internal regulations of colleges and institutes, as well as to prevent students from accumulating exams, to require everyone to wear a medical mask (muzzle), to observe adequate social distancing between students and to measure temperatures for everyone before entering the university campus, and to prevent the existence of student gatherings inside colleges, whether before or after Examination, sterilizing the examination halls between each exam period, and not having more than one study group to perform the exams in the same period, allocating an isolation room for each exam hall, as well as allocating isolation rooms in university cities for suspected cases, and making use of all universities' capabilities in conducting end-exams The second semester with full discipline and commitment.

At the conclusion of the meeting, it was agreed to establish technology universities in Mansoura and Minya.
